Saverio Panzica, a lecturer on tourism legislation, discusses the evolution of Sicilian regulations on tourist accommodations and rentals. The conversation is part of a video series by ETIC Academy, and it follows up on a topic Panzica addressed at Travelexpo in April.
The recent changes in regulations make an update necessary, and Panzica uses this opportunity to outline the main modifications introduced by the regional law 12/2026. This law updated the previous regional law 6/2025 and was followed by the D.A. n. 1920 of June 24, 2026, from the Regional Tourism Assessorate.
The regulatory evolution is also based on the sentence n. 1268/2026 of the TAR Sicilia, which annulled twelve provisions contained in the D.A. n. 2104/2025. This ruling contributed to the need to intervene again on the regional discipline.
With the regional law 12/2026, particularly through articles 5 and 6, numerous articles of the law 6/2025 were modified. The D.A. n. 1920 of June 24 then adapted the regulatory discipline to the new provisions.

Particular attention is dedicated to existing tourist rentals. As Panzica recalls, the annex B to the decree establishes that these rentals must adapt to the new provisions, with a deadline set for June 30, 2026, to present the required documentation.
For structures that, due to administrative timing issues of the competent authorities, were not able to attach all the documentation by that date, it was still necessary to demonstrate that they had initiated the procedures to obtain it, with the possibility of integrating the technical documentation by December 30, 2026.
This is a particularly relevant passage for sector operators, considering that failure to adapt can result in the cessation of the structure and the revocation of the related CIR and CIN codes.
